 With record numbers of visitors expected in 2025, cities and regions across Europe are grappling with "over-tourism." This isn't about being unwelcoming; it's about preserving local culture, protecting fragile environments, and ensuring a good quality of life for residents. The rules you're seeing emerge are designed to curb disruptive behavior and encourage more mindful travel. And frankly, I'm all for it! When we respect the places we visit, it makes the experience better for everyone – locals and well-behaved visitors alike.



Surprising Rules That Could Cost You Big

 Let's break down some of the more eye-opening regulations you might encounter:


Spain

Beyond the Beach Boundaries 

  • Forget the carefree beach bum vibe once you leave the sand. 
  • In many Spanish hotspots (Costa del Sol, Barcelona, Balearic Islands), smoking on beaches is banned, with violators facing fines as high as $2,344. Even vaping indoors can be problematic! 
  • And hold it in, folks: public urination, even in the sea, can cost you up to $879. Hoarding a sunbed for hours while you're off exploring? That's a $293 penalty. 
  • Oh, and leave the swimwear at the beach – walking around in just your bikini or trunks in cities like Malaga or Barcelona can lead to a fine. 
  • Even flip-flops while driving could raise an eyebrow (and a $234 fine) if deemed unsafe. 
  • Party-goers beware: Ibiza and Mallorca are curbing party boats and pub crawls, with drunken behavior leading to fines as high as $3,516.

 Italy





Mind Your Manners (and Your Money!)

  • Venice now has a daily entry fee for day-trippers (between $5.86 and $11.72), with fines up to $352 if you skip payment. 
  • Don't even think about swimming in canals, using loudspeakers, or joining large tour groups. 
  • In Portofino, those Instagram-perfect selfies could cost you $322 if you linger too long and block traffic. Cliff diving or swimming in dangerous spots at Lake Garda? Up to $821. 
  • And a rowdy game of beach football could set you back $703! Dress codes are strict too: swimwear outside of the pool or beach in Sorrento means a $586 fine. 
  • And for the love of all that is holy, do NOT take shells or pebbles from Sardinia's beaches – that's a whopping $3,516 fine!

Portugal


  • Swimwear Stroll? Think Again. Walking around town in swimwear in places like Albufeira could cost you up to $1,758, with even steeper fines for public nudity. 
  •  Loudspeakers are banned on many beaches (up to a staggering $42,197 fine!) 
  • And expect earlier bar closing times in some regions.

France




Picnics, Cigarettes, and Bikinis.

  • That romantic Seine-side picnic with wine? Drinking alcohol is prohibited in many public spaces in Paris, with violators facing fines up to $158. 
  • A sweeping outdoor smoking ban is rolling out, covering beaches and parks, with a $134 penalty. 
  • And fashion police are real: skimpy swimwear away from the beach in Côte d’Azur towns like Cannes can lead to $45 fines.

Greece


 

   Hefty Fines and High Heel No-Nos

  •  Santorini and Mykonos are capping cruise arrivals and imposing a $23 per-person fee.
  •  Nearly three-quarters of Greek beaches must be sunbed-free. 
  • And collecting pebbles or seashells? That's a $1,172 fine. 
  • Ladies, planning to explore ancient ruins in stilettos? High heels are banned at archaeological sites like the Acropolis (up to $1,054 fine) to prevent damage.


Croatia


Dress Codes and Quiet Hours

  • Split, wearing swimwear (or underwear!) in public areas can lead to $176 fines. 
  • Hvar has quiet hours, and public drinking can result in a $703 on-the-spot penalty. 
  • Dubrovnik's "Respect the City" initiative bans swimwear in public 
  • Driving without authorization, eating/drinking near landmarks, and climbing on city walls.



Beyond the Major Players



  •  Austria: Selfie crowding in Hallstatt led to a temporary screen. Dashcams are largely illegal (up to $29,304 fine!).
  • Cyprus: Eating or drinking anything behind the wheel (even water) is illegal and considered a driving distraction ($100 fine).
  • Czechia: Prague is curbing its party reputation with bans on beer bikes, noise restrictions, and crackdowns on pub crawls and public drinking.
  • Germany: Road rage (insults, gestures) can cost up to $4,689. Jaywalking is also illegal.
  • Iceland: Strict prohibition on off-road driving, with violators facing fines of up to $4,127.
  • The Netherlands: Amsterdam's "Stay Away" campaign targets rowdy visitors with cannabis bans in the Red Light District, earlier bar closings, and stricter tour regulations.
  • Switzerland: Littering can result in immediate fines, and excessive noise at night or leaving trash in public spaces can also incur costly penalties. Gas-powered vehicles are banned in Zermatt.
